Stakeholders meet, listen to one another, and learn how their system operates. They develop a shared language and understanding, and identify structural changes that may improve performance.
Develop & Share
Models are developed and potential leverage points are identified. Documentation and translation is provided as needed. Dissemination plan is developed.
